I finally figured out how to get custom key binds to work. This also applies to editing any .ini file in Vista. If you click on an .INI file it will open it in notepad. However, if you try to save it will say that it can't and offers to save it to your my documents folder. So, to get this to work you need to click on start. Type Notepad in the search box and right click on it when it is found. Click on Run as Administrator. Now open the file and edit it. It should save without a problem. However, if you still have a problem saving, try saving it in a different location and then copy it and paste it in the location it is supposed to be. Hope this helps someone.

Hi Learner,
Good Tip! I am still trying to learn about Vista whenever I get a chance. Seems like you can't do lots of things unless you run/open as Administrator.
So thanks for the tip.

You can also set programs to always run as administrator, though notepad won't let you for some reason.
