This is a guide I'm working on, it's not as good as some but I hope it will help: (red means new section)
**Edit 09/04/07 Under the disable Theme section I added links to pages that tell you what services to disable. I recommend the second link especially.

Basic Computer Optimization and Maintenance:
Disc Cleanup allows you too free up space on your hard disk by searching for files that you can safely delete. You can then choose to delete some or all of the files.
Click Start and then Run. In the box, type cleanmgr, and then push enter. Choose the drive you want to clean which will probably be C:\. Then choose which files you want to delete.
Disc Defragmenter organizes the system files so that they are easier for the system to access, which allows it to run much more efficiently.
Click Start, go to All Programs, then Accessories, then System Tools, and then click Disk Defragmenter. Choose the drive you want to Defragment and then click Defragment.
In order to get a better frame rate, one thing you can do is lower the resolution. This is important for gamers, but you also have to adjust this in the specific game that you want to play. Right click on a blank space on your Desktop. Choose Personalize/Properties. Then click Display Settings/Settings. Move the bar to the resolution you want. Press Ok. Even if you only have 15-inch monitor it does not decrease performance that much if you set the resolution to 1280*1024 or higher. Besides, you have to change the resolution in game for most games. Set your resolution in game to the highest setting your computer can use without lagging. Also, if you still have problems with screen lag or slow screen redraws, then lower the color bit rate from 32 to 16. You will probably not even notice the difference.
The following table shows the recommended screen resolutions per monitor size. These are not required-generally the bigger desktop resolution the better.
15 inch 17 inch 19 inch 21 inch
800*600 1024*768 1024*768 1280*1024
1024*768 1280*1024 1600*1200
The number of times the screen is redrawn in a second is called the Monitor refresh rate. The higher this number is, the less screen lag you will have. To increase this, right click on a blank spot on your Desktop and push Properties/Personalize. Then go to the Settings/Appearance Settings tab and click on Advanced Settings. Click on the monitor tab and increase the refresh rate to the highest possible number.
Sometimes your hard drive develops bad sectors. These can slow down your computer and sometimes even crash it. Go to My Computer and right click on the drive that you want to check. Choose Properties and then Tools. Under Error-Checking, click Check Now. Select, Scan for and attempt recovery of bad sectors, and then click Start. If it needs to, allow it to scan next time you reboot your Computer.
Windows stores much information in the registry, often it forgets to clean it out so you have to do it manually. Download Abexo to have it do this for you. Visit www.abexo.com/free-registry-cleaner.htm and download the free Abexo registry cleaner. Run it and delete all the problems it finds.
Virtual Memory Adjustment-You need to set your Initial and Maximum swap file size anywhere from 1.5 to 2 times your RAM size. Both and Initial swap file size should be the same. Go to Control Panel, System, Advanced System Settings (On the left), and then click on the Advanced tab. Click Settings under the performance section. Click Advanced tab, then Change. Select Custom Size, and set it to 1.5 times your RAM. Push Ok.
Disable the Theme Service- If you are a hardcore gamer than you can turn off the theme process. Granted, everything will look less “nice”, but everything will run faster. Go to Start, Control Panel, Administrative Tools, and then click Services. Each service is displayed on the right, go down until you see Themes. Double click it and set the dialog box, dropdown, menu to disabled. Press Ok. Click the following link for Vista services and recommended settings: www.speedyvista.com/services.html For XP look at the following: www.theorica.net/SafeXPHelp.htm It is probably a good idea to also look at that second link for Vista users too.
Speed up the Internet-
If you surf the Internet a lot, then this tweak is for you. Instead of using Internet Explorer, I recommend you download Mozilla Firefox. This is available at (http://www.mozilla.com/en-US/firefox/). It runs much faster and has many plugins, which are little pieces of code that give you extra features. Once you have it downloaded and installed, go to www.update.mozilla.org. This site has many plugins for Firefox. I recommend you search for Fasterfox (A web accelerator), Fox Filter (a parental filter), and Downthemall (a download accelerator). Once you install them, restart Firefox and it will automatically be optimized.
AA in Game lag-If you are in game playing with your normal settings and you start having lag, then here are a few things you can do to reduce it. If it is connection lag (i.e. dialup, or sporadic wireless), then there is not much you can do. But if it’s screen lag, follow the following instructions. Once you are on the server you want to play on, open up the console by pushing ~, and then type obj garbage and push enter. After a couple of seconds it will finish, then you need to type dumpcache, then type flush. This will reduce some screen lag.
More coming soon....
